Registration of Foreign Citizens on the Territory of the Russian Federation

As of the 1st of January, 2016, Russia cancels its visa-free regime with Turkey and prohibits the employment of Turkish citizen on the territory of the Russian Federation


The Decree of the President of the Russian Federation, dated November 28, 2015 cancels the  visa-free regime with Turkey starting on the 1st of January 2016, except for citizens of the Republic of Turkey, who have a temporary residence permit or a permanent residence permit on the territory of the Russian Federation, as well as Turkish citizens - employees of diplomatic missions and consulates and their families.

In addition the decree bans employers from hiring Turkish citizens for the purposes of  employment, who, as of the 31st of December, 2015, do not have employment agreements in Russia either in labor and (or) civil-law  with employers in Russia. However, there is a list of organizations that this prohibition does not apply; and it is determined by the Government of the Russian Federation and the Ministry of Labor. The list is currently being prepared  on the basis of the proposals by regional authorities.

In this regard, we would like to inform you that the territorial offices of the Federal Migration Service are currently not accepting documents of Turkish citizens. In addition, State authorities are also checking organizations where Turkish citizens are employed.

Recommendations for Turkish citizens:

1. Do not cross the border of Russia and do not undertake any unnecessary travel on the territory of the Russian Federation;
2. Always keep on your person a complete set of documents confirming the legality of your stay on the territory of the Russian Federation;
3. Be prepared to give a detailed explanation for the purpose of travel to the Russian Federation.

For employers who currently are employing citizens from Turkey, it is recommended that they conduct a complete check on the existence of all the required documentation for employment and the legal residence of their employees within the Russian Federation.
