New rules for the issuing of permits to hire foreign workers and work permits to foreign citizens
On the 19th of February 2016, the Federal Migration Service of Russia enacted new procedures governing the issuance of permits to corporations hiring foreign workers and the issuing of work permits to foreign workers. The Order, dated 30.12.2015 № 574 made amendments to the administrative regulations of the Federal Migration Service in authorizing the public service to issue corporate permits and work permits to foreign citizens and stateless persons.
According to the amendments made to the administrative regulations, applicants for corporate permits to employ foreign workers may be athletic and sports organizations, a management company, operating as Russian legal entity (the fund), established in order to ensure the functioning and management of an international health cluster and the residents of the free port of Vladivostok.
An important amendment is that the term for which the document is valid and issued to a foreign citizen classified as a highly qualified specialist must end not less than 1 year from the date of filing the application for a work permit. Previously, it was 3 years.
It regulates the procedure for amending the information contained in the work permit of a foreign citizen, including the grounds for refusal of such amendments. In this case there is no state imposed fee for the issuance of a work permit.
