Employees from countries of the Eurasian Economic Union will have access to the Compulsory Health Insurance program


Access to compulsory health insurance (CHI) in the Russian Federation is now available to employees from countries of the Eurasian Economic Union (EEU).

The EEU Treaty requires that social insurance (apart from retirement insurance) of employees from EEU countries, and their family members, is carried out under the same conditions and in the same manner as for citizens of the state. In particular, how compulsory health insurance relates to social insurance. However, employees from Armenia, Belarus, Kazakhstan and Kyrgyzstan temporarily staying in Russia have never had the opportunity to become participants of the CHI program in Russia.  

Eurasian Economic Commission held the activity to promote equal rights of  working people within  the EEU states and to provide medical aid on the territory of Russia, , as well as consultations on this issue with the Member States. As a result, the Russian Federation Ministry of Health imposed an order concerning changes in the CHI rules.
