Inspections of employers conducted by labor inspectorates will become automated
The automated system of inspections, introduced within the reform of control and supervision activities, was presented by Rostrud at a meeting at the Analytical Center under the Government of the Russian Federation. This system includes checklists that will soon be used in the course of planned inspections by labor inspectors.
At the meeting it was noted that this is an absolutely new information system, and performs the following functions irrespective of the inspector:
• initiates supervisory control processes;
• monitors the timing of the implementation of processes;
• blocks the possibility of illegal actions;
• promotes the protection of citizens' labor rights;
• helps to increase transparency and reduce the burden on the employer.
As noted by the staff of the Analytical Center under the Government of the Russian Federation, the introduction and distribution of such a system among the supervisory authorities is fully in line with the main directions of reforming the control and supervisory activities in the country.
In addition, the checklists will be available on the Rostrud website, and the control questions will form a rigid employer verification algorithm, which the inspector will not have the right to back down from.
It is planned that during 2017, Rostrud will develop about 100 checklists on issues directly affecting the rights of employees and ensuring workplace safety.
Thus, it is expected that this automated system will increase the efficiency and transparency of the work of the supervisory authority, and reduce the corruption risk.
