Registration of Foreign Citizens on the Territory of the Russian Federation

Regarding changes in the list of non-quota positions


The Ministry of Labour and Social Protection of the Russian Federation has prepared a draft  order on amending  the List of professions (specialties, positions) of  foreign citizens who are employed in their  profession (specialty) for which quotas for the issuing of work permits  to foreign citizens  do not apply.

For the purposes of updating of this list Ministry of Labour and Social Protection of the Russian Federation submit a request to federal executive bodies and executive bodies of territorial subjects of the Russian Federation concerning updating of the list of possible professions of foreign citizens, the qualified specialists who are employed in non-quota  positions..

According to proposals  of executive authorities of territorial subjects of the Russian Federation, and in view of availability in the labor market of the corresponding specialists and also need of protection of national labor market, the following professions were excluded:

• chef;
• headwaiter;
• translator of technical literature;
• quality engineer;
•manager (in public catering and hotel service).

The Ministry of Energy of the Russian Federation, based on the proposals  of the companies of fuel and energy industrial complex, suggested to include the following professions in the list:

•engineer on calculation of regimes;
• software engineer;
• operator of process units;
• electrician;
• mechanic on repair of process units;
• operator

Currently, the draft proposal is at a stage of public discussion and is posted on the Federal portal of projects of regulatory legal acts.
