Registration of Foreign Citizens on the Territory of the Russian Federation

Regarding granting for citizens of Ukraine and Belarus the status of native speakers of the Russian language without exams


Currently, foreign citizens or stateless persons can be recognized as native speakers of Russian if they, or their relatives, in a direct ascending line (father, mother, grandmother, grandfather, great-grandmother, etc.) permanently reside or have previously resided in the Russian Federation, or in the territory belonging to the Russian Empire or the USSR, within the State border of the Russian Federation, but in order to obtain this status, they must undergo an interview conducted by a special commission.

The Government approved draft amendments to the Law on Citizenship, which will simplify the submission of citizenship documents for citizens of Ukraine and Belarus. Citizens of these states will be recognized as native speakers of the Russian language without an interview.

Also there are plans to establish a unified system of interviews with foreign citizens from other countries.
