According to the latest changes in the regulations “On the Procedures for the Consideration of Issues for Citizenship of the Russian Federation” foreign citizens or stateless person submitting an application for the acquisition of Russian citizenship are able to confirm knowledge of the Russian language with the help of educational documents issued in a foreign country in which the Russian language is one of the official languages.
Previously, for the acquisition of Russian citizenship documents certifying aptitude in the Russian language were:

2. State approved document on the completion of education (at least a basic general education), issued by the educational institution in the Russian Federation after September 1, 1991.

4. A document regarding education issued in a foreign country and having an entry in the application for study of the Russian language with a notarized translation and proof of its educational equivalent.
