Electronic Format for Submission of Documents for State Registration of Business Entities
Previously, in accordance with federal law on state registration of legal entities and individual entrepreneurs, the documents for state registration can be submitted directly to the registering authority or sent via post with a declared value including an itemized list of its contents.
With the introduction into operation of the Internet-Service of the Federal Tax Service “Submission of Documents for State Registration in Electronic Format” since May 31, 2012 documents can also be sent in electronic format using the Internet-Service which includes a single portal for government and municipal services.
The first time this service of electronic submission of documents for registration was used in a trial operation on April 5, 2011 on the basis of the Federal Tax Service N 46 in Moscow.
Documents required for registration can be sent from a legal entity or individual entrepreneur independently or with the help of a notary who is involved in the operation of the Internet-Service provided by the Federal Tax Service.
In order to use the new Internet-Service, electronic documents that are required for registration, must have a digitally captured signature issued to them with a verification key certificate. A verification key certificate must be issued by one of the certifying centers within the network of certification authorities of the Federal Tax Service of Russia.
Document delivery is confirmed by a direct ‘in response to e-mail’ message with a unique number. With the help of this service it is also possible to review the progress of the submitted documents.
Confirmation of company registration will also be submitted in electronic format. The confirmation documents will be submitted in electronic format via the identified e-mail address of the tax authority with a digitally captured signature.
