New rules regarding the fingerprinting of children of foreign citizens arriving on the territory of the Russian Federation

By order of the Federal Migration Service, children of foreign citizens arriving on the territory of the Russian Federation will have to be fingerprinted at the age of 12 (earlier they had to be fingerprinted at the age of 6).

    Fingerprinting is considered to be the only means to prove child’s identity with the intention of protecting minors.

      According to the draft law, certain categories of children have to be fingerprinted:

•    family members of refugees or persons granted temporary asylum;
•    obtaining a temporary residency permit;
•    obtaining a residency permit forgoing the preliminary step of obtaining a temporary residency permit.

Moreover, the draft law increases the time of storing fingerprint information – it is deleted when the person reaches the age of 100. Before that date it can be deleted in case of his or her death or in case of provision of services for voluntary fingerprinting (upon application of the person).
