Registration of Foreign Citizens on the Territory of the Russian Federation

From January 1, 2015 cost of work patent for foreign citizens will be 4,000 rubles per month


Currently, the Moscow City Duma is considering a bill to increase cost of work patent for foreign citizens (the size of the tax on personal income, charged monthly) to 4,000 rubles.

Increase of the cost of patent is related to the bill that has been put forward by the Mayor of Moscow "On establishing a ratio reflecting the regional characteristics of the labor market in the city of Moscow." According to the document, the capital provides the formation of a new mechanism for calculating the value of a patent. On January 1, 2015 the ratio will be set at 2.55, "reflecting the regional characteristics of the labor market." Thus, a patent for foreign nationals will cost 4,000 rubles a month, instead of 1 200 rubles.

Employees of the Department of Economic Policy and Development of Moscow noted that the increase in the cost of the patent will help align the competitiveness of Russians in the labor market according to professions that do not require high skills. In addition, the new system will increase budget revenue by about 12 billion rubles. As explained in the department, it is especially important given the fact that foreign nationals can use urban health services and education.
