New restrictions in work of foreign mass media

01.01.2016 the new provisions of the Law on mass media limiting control and the management of mass media of foreign citizens come into force

Since January 1, 2016 amendments to article 19.1 N 305-FZ about "The restrictions connected with establishment of mass media, the organization (legal entity) which is carrying out a broadcasting" will come of 14.10.2014 into force. New edition of the law obliges to report mass media in Roskomnadzor about the means received from abroad.

According to amendments the foreign state, the international organization, the foreign legal entity, the Russian legal entity with foreign participation, the foreign citizen, the stateless person, the citizen of the Russian Federation having nationality of other state having no right to act as the founder (participant) of mass media.


Also the share of foreign participation in authorized capital in any mass media working at the territory of Russia shouldn't exceed 20%.

The law also pays attention and to indirect participation in work of mass media, forbidding to exercise control through under control persons: over the founder of mass media, over the edition, the organization (legal entity) which is carrying out a broadcasting as well as over the persons who are participants (members, shareholders) of the founder of mass media.
