On tightening the norms of migration registration of foreign citizens
The draft law on amending the Federal Law "On migration registration of foreign citizens"
has been prepared by the Ministry of Internal Affairs of Russia on the basis of the recent Resolution of the Constitutional Court of the Russian Federation No. 22-P.
The bill proposes to abolish the registration of foreign citizens at the address of legal entities, accordingly, foreign citizens will need to register at the place of their stay with individuals or legal entities in which the foreign citizen actually lives or performs his/her employment.
According to the text of the bill, the receiving party is defined as "a person from whom a foreign citizen or stateless person actually resides and who, in the cases established by this law, is obliged to perform the actions necessary for stating a foreign citizen or stateless person at the place of stay".
In addition, the "place of stay" is defined as the place where a foreign citizen or stateless person actually resides.
