Exclusion of incentive and compensatory payments in the calculation of minimum wage


The Public Government of the Russian Federation positively assessed the Internet petition on excluding stimulating and compensating payments when calculating the minimum wage.

The authors of the petition consider that the size of the tariff rates, salaries for professional qualification groups of employees cannot be lower than the minimum wage, and propose making appropriate changes in Art. 133 of the Labor Code. As the authors of the petition note, the existing minimum wage practically equates all employees, but does not take into account the complexity of the work performed, its conditions and the qualification of the employee.

The petition is planned to be further discussed and finalized at the site of the Russian tripartite commission for regulating social and labor relations.

In the opinion of the Chairman of the Federation of Independent Trade Unions, no minimum allowance should be included in the minimum wage. Whereas, the vice-president of the Russian Union of Industrialists and Entrepreneurs believes that it is more expedient to establish a regional minimum wage that takes into full account the local peculiarities of the labor market and of life.

At the same time, the State Duma has already passed a bill on the gradual increase of the minimum wage to the subsistence level.
