Established order of recognizing a foreign citizen as a native speaker of the Russian language

The Ministry of Internal Affairs of Russia passed an Order approving the organizational bases for recognizing a foreign citizen as a native speaker of Russian, which states:

• the procedure for the formation and operation of commissions for the recognition of a foreign citizen as a native speaker of Russian;
• requirements for specialists who are part of the commission for the recognition of a foreign citizen as a native speaker of Russian;
• rules for conducting an interview with a foreign citizen by a commission for the recognition of a foreign citizen or stateless person as a native speaker of Russian;
• requirements for the form of an application for recognition of a foreign citizen as a native speaker of Russian and to the form of the decision of the commission to recognize it as such.
