Regarding restrictions on the hiring of foreign employees in some sectors of the economy in 2020
The Russian Tripartite Commission for the Regulation of Social and Labour Relations approved a draft law of the Ministry of Labour, according to which it is proposed to retain for 2020 the allowable share of foreign workers used by economic entities that carry out certain types of economic activity on the territory of the Russian Federation.
At the same time, the draft law also provides for a number of changes:
• The Ministry of Construction of the Russian Federation has proposed exceptions to the requirement to establish an allowable share in the construction sector for the Amur Region, the Republic of Buryatia and the city of Moscow.
• In the Republic of Dagestan, it is planned to establish a 50 percent quota for the total number of employees used by business entities in the construction sector by 2020.
• According to the proposals of the Ministry of Agriculture of the Russian Federation, it is planned to establish a permissible share of foreign workers in the field of agriculture at a rate of 50% throughout the territory of the Russian Federation without exception for any regions, which will allow to regulate the recruitment and hiring of foreign labor in certain types of economic activities, taking into account regional specifics of the labor market and the need for priority employment of Russian citizens.
