Regarding notification about the conclusion of an employment contract with a foreign employee
According to the draft law prepared by the Ministry of Labor of the Russian Federation, it is planned to reduce the period of notification of the Ministry of Internal Affairs of the Russian Federation on the conclusion or termination of an employment contract with a foreign employee from 3 to 1 day. At the same time, it will be necessary to submit the notification in electronic form.
In addition, the draft law provides that the lists of professions for which foreign nationals may be employed will be approved by regional authorities and formed according to the presence or absence of the need for foreign labor in a particular profession in that particular region.
In particular, the regions will create lists of professions for which it will be prohibited to employ foreign citizens.
It is also proposed to provide the regions with the right to set independent limits on the issuance of patents to foreign employees, while the authorities will need to inform employers about these restrictions at least 3 months before such a decision is made.
