Regarding the entry procedure of Ukrainian citizens to the territory of the Russian Federation
According to the decision of the Government of Ukraine from March 1, 2020, citizens of Ukraine will have to use only external passports when travelling to Russia.
At the same time, according to the agreement concluded between Russia and Ukraine in 1997, Ukrainian citizens may use the internal passports of Ukraine in addition to the standard set of documents for foreign citizens for travel, movement and employment in the Russian Federation.
The Ministry of Internal Affairs said that travel and stay of Ukrainian citizens in Russia are also regulated by this agreement, which is still in force, so Ukrainian citizens can use their internal passports along with foreign ones.
Thus, the validity of internal passports of Ukrainian citizens on the territory of the Russian Federation after March 1 will be maintained regardless of the decision of the Ukrainian government on the use of Ukrainian citizens exclusively external passports when traveling to the Russian Federation.
