The Hosting Party Shall Carry Administrative Liability for Violations of the Rules of Stay of Foreigners in Russia
The adopted Federal Law "On Amendments to the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation" and Article 18.9 and 28.3 of the Code of Administrative Offences" specifies the administrative liability for violation of the rules of stay in Russia of foreign citizens and persons without citizenship.
Federal law has fixated the concept of hosting party. In its capacity can serve any body, organization and or individual having the right to submit an application for the issuance of the invitation to enter Russia.
The hosting party is obligated to take all the measures to ensure guarantees for a foreigner’s period of stay on the territory of the Russian Federation, and shall include financial, medical and housing. Failure to meet these requirements can carry the following penalties:
It also establishes penalties for the hosting party for providing false information about the purpose of a foreigner’s purpose of stay in Russia for the registration of documents for his or her entry on to the territory of the Russian Federation.
Besides that, the hosting party is responsible for violations by foreigners of the rules for the registration of documents, or the rules of residing, movement, change of residence or residence in Russia and or departure from it.
