The Rules for Fingerprinting and Photographing Migrants

Approved rules of the Russian Federal Migration Service for carrying out mandatory fingerprinting and photographing of foreigners and persons without citizenship.

· With regards to which the decision was granted on the issuance of a work permit;

· Applying for a duplicate work permit;

· With regards to which the decision was granted on the issuance of a patent.

Foreign citizens and stateless persons arriving via a visa-free regime in respect to which the decision was granted on the issuance of a work permit are subject to mandatory photographing.
