On matters related to increasing productivity and the qualifications of employees, an employer may consult with a production council
In accordance to the draft of Federal Law N 213745-6 "On the introduction of amendments to Article 22 of the Labor Code," a production council is an advisory body established by the employer to prepare proposals for the improvement of the organizational structure of production, individual production processes, the introduction of new techniques and technologies to improve productivity and skill development of employees.
The authority and the composition of the production council will be established as per local regulations and laws.
It is stipulated that, the authority of the production council does not extend to the following matters,
· A decision which falls within the exclusive jurisdiction of an organization’s management bodies,
· Matters related to the representations and protection of social-labor rights and the interests of employees falling within the jurisdiction of professional unions, their primary trade union organizations as well as other employee representatives.
