The Russian Ministry of Labor has defined a flexible approach with regards to the procedure for certification of workplaces on working conditions
The Ministry has prepared amendments to the current procedures for the certification of workplaces on working conditions, in accordance with which the provision on the mandatory certification in each workplace once every five years will be excluded.
According to amendments, initial certification will become mandatory, and re-certification once every five years will occur only in respect to workplaces where there are hazardous or dangerous conditions; workplaces where there is usage associated with equipment, machines that are dangerous, using mechanized and or hand tools, vehicles, or where there is the storage of raw materials.
If the results of the previous certification on working conditions within the workplace have been found to be safe, then an unplanned re-certification will occur only if there is an employee appeal, or an appeal from a representative of a trade union, or at the request of federal labor inspectorates from authoritative bodies of the Russian Federation.
