Revision of criteria for the recognition of certain categories of foreign citizens as highly qualified specialists
05.07.2014
A Federal law changes the requirements for foreign citizens to be recognized as highly qualified specialists.
In accordance with the law, in the case of an invitation of foreigners (scientists or teachers) to engage in research or teaching activities for accredited educational programs, they are recognized as highly qualified specialists with the salary of 1 million rubles a year. It also includes invitations of Russian organizations accredited in the field of information technologies (except for the residents of technology development special economic zones).
Moreover, it is provided that such foreign citizens as journalists, working in organizations that produce and publish media, established specifically for the distribution of information in foreign languages, do not have to confirm their knowledge of Russian language, history and legislation.
