Notification regarding dual citizenship and liability for its concealment

The approved notification form regarding dual citizenship or residence permit from another country.

From the 17th of August, Russian citizens have 60 days in which to notify FMS in the event they have dual citizenship or a residence permit from another country. Notification is to be submitted to the local FMS department either in person or by post according to the existing form.

The notification is to be submitted according to one’s place of residence and in the event that it not possible, at the place of stay. In the event submission at either the place of residence or the place of stay is not possible, then submission by  is to be applied at the place of actual location on the territory of the Russian Federation. Copies of a Russian passport or other identity document as well as copies of the foreign state passport or any other document confirming the existence of another citizenship or state residence permit are to be attached to the notification.

Furthermore it will be necessary to notify FMS about children with dual citizenship.  In this case, notification to FMS is to be made by the legal representatives of the Russian citizen who has not yet reached the age of 18 excluding the category of the citizens who are permanently living abroad.

In the event of violation of the following regulation,  criminal liability can carry a fine up to 200 thousand rubles or at the rate of 1 year’s salary or other income of the convicted person or in the form of mandatory work service to 400 hours.
