Citizens of Kyrgyzstan will be able to work in Russia without work permit
The Deputy Minister of Labor, Migration and youth of Kyrgyzstan proposed a simplified procedure in Russia, Belarus and Kazakhstan for citizens of Kyrgyzstan.
After accession of Kyrgyzstan to the Customs Union, the citizens of this state will be able to work without permits in the Member States of the Union (Russia, Belarus and Kazakhstan), which eliminates the need for a work permit or a patent in employment.
However, accession to the Union does not negate the rules of migration registration. During border crossing, citizens of Kyrgyzstan will need to receive a migration card and then register notification of arrival.
Note that at the moment, Kyrgyzstan is in the process of joining the Customs Union, and also considering the possibility of joining the Eurasian Economic Union.
