Principle of reciprocity in relations between Russia and foreign states will be established


A draft law is being considered by the State Duma on the proposed legislation enshrining the principle of reciprocity in relations between the Russian Federation and foreign states. This principle implies the possibility of adopting in Russia commensurate favorable conditions or entry and transit restrictions, in relation to foreign citizens (or stateless persons) of that foreign state which established the relevant favorable conditions or restrictions to the Russians.

It is also expected to establish additional grounds for limiting entry into the Russian Federation of certain categories of foreign citizens and stateless persons in respect of which, the decision of the Federation Council or the State Duma recognized that they had committed acts:

•    threatening Russia's national interests;
•    infringe upon the protected interests of the Russian Federation in the individual, society and the state;
•    infringe upon the universally recognized national, historical, spiritual, cultural or other social values in the Russian Federation.

In case this draft law will be approved, foreign citizens and stateless persons whose presence is deemed illegal, as well as some other categories of foreigners, with restricted entry to the Russian Federation, will be sent by the court to special institutions of the FMS in Russia, intended for persons subject to deportation, administrative expulsion from the Russian Federation or the transfer of a foreign state in order readmission.
